I've never negotiated a deal this big, but what I've learned from negotiating - including deals with national outfits like Wal-Mart - and watching how other situations evolved is that you should not start negotiating unless you're willing (and politically able) to walk away. And I imagine that the decision makers there are under a lot of pressure from people who do not understand what Chuck just explained to say "yes."

This is a situation where a state agency like Wyoming's Industrial Siting Council would (or at least should) be valuable.

Looking quickly over Hermantown's numbers, I am surprised that you did not mention the city's reliance on debt. This city is drowning in debt and this makes them desperate enough to take a hold of any hand willing to keep their head above water. If I'm a Google type, searching for places with little options but take our risky offer, this town is an obvious choice.
